just got a few of these and I am sure the buckle is designed to lock the strap in a tightened position. I can't figure it out can anyone help?

You adjust the length of the strap to a little shorter (an inch shorter) than what your circling with the strap. Attach the hook to the leaver and snap the leaver back to tighten the strap. I've used them on tree trunks to make it easy to attach gear and a seat to the tree temporarily. They also work good to attach fuel cans and steel boxes to a Jeep.
